Attendance: Glen Foulk, Lisa Juarez, Paul Krey, Tyler Dixon, Marie Spillett, and Adriana van Os-Gries from Kinney Management.

  1. Meeting called to order at 7:01 p.m.
  2. Review of Open Session Minutes-A motion was made by Tyler and seconded by Lisa to approve the meeting minutes dated September 9, 2009.  Passed Unanimously.
  3. Guest Speaker: Liberty Water Representative—explained why the cost of city water will roughly double in the next year because of rising expenses and standards for potable water. Homeowners present were given samples and contact information for further questions.
  4. Income Statement- A motion was made by Tyler and seconded by Paul to accept the Income Statement dated September 30, 2009. Passed Unanimously. There were a lot of adjustments due to rising costs and strained income during these difficult economic times.
  5. New Business:
    1. 2010 Operating Budget- (After review, a motion was made by Lisa and seconded by Marie to approve the 2010 budget with a $2.00 increase to the assessment, and the Reserve Contribution to be lowered to $300 a month. There were also minor errors that will be fixed by Adriana Passed Unanimously.
      • Working Capital and transfer fees. A motion was made by Paul and seconded by Marie to approve Working Capital Fees as well as $ 150.00 Transfer Fees. Both which will take effect December 1, 2009. Passed Unanimously.
  6. Old Business:
    1. We have the new trespass signage and are waiting for landscape material to improve the entrances. A motion was made by Tyler and seconded by Marie to pay the invoice. Passed Unanimously.
    2. The Litchfield /Wigwam corner has been released and we can now go to Fulton homes for the money to landscape it. Peri will continue to work this issue and keep Board advised.
  7. Tabled Items:
    1. Shade canopy at tot lot. Board will review again in March 2010 for replacement.
    2. 2010 Block party will be discussed further at the January Meeting. A possible survey to be sent in a future newsletter.
    3. In July, review the option of not over-seeding for fall of 2010.
  8. Open Discussion
    1. Possibility of dead trees along 142nd, between Fairmount and Piccadilly.
    2. Possibility of double posting the dog waste signage.
  9. Adjournment-A motion was made by Glen and seconded by Lisa to adjourn the Open Session at 8:38pm.
